JOB SUMMARY:

The General Manager provides overall leadership and accountability for Sicangu Propane. The position directs safe, reliable, customer-focused, and financially responsible propane operations while implementing the strategic direction, annual operating plan, and budget approved by the REDCO leadership and the REDCO Board of Directors. The General Manager is responsible for day-to-day distribution and service operations, regulatory compliance, workforce leadership, asset readiness, inventory control, customer growth, and business performance.

SCOPE OF RESPONSIBILITY:

Leadership and Business Management:

  • Translate strategic goals into an annual operating plan with clear priorities, timelines, staffing needs, revenue targets, expense controls, and performance measures.

  • Lead daily operations in a manner consistent with REDCO values, policies, delegated authority, and community-centered economic development goals.

  • Establish weekly and seasonal operating priorities; assign responsibility; monitor progress; and resolve barriers affecting safety, service, or financial performance.

  • Provide timely recommendations to the Business Operations Officer regarding staffing, equipment, pricing, capital needs, customer programs, and operational risk.

  • Represent Sicangu Propane professionally in meetings with customers, vendors, regulators, tribal programs, community partners, and other stakeholders

Safety, Regulatory Compliance, and Risk Management:

  • Maintain a safety-first culture and ensure compliance with applicable tribal, federal, state, and local requirements, including relevant DOT, PHMSA, OSHA, hazardous materials, fire-code, environmental, and propane-industry standards.

  • Ensure required licenses, registrations, permits, inspections, certifications, driver qualifications, endorsements, medical cards, and training records remain current for all personnel, vehicles, facilities, tanks, and equipment.

  • Maintain and enforce written safety procedures for bulk-plant operations, cylinder handling, vehicle loading and unloading, deliveries, leak calls, out-of-gas situations, customer interruptions, emergency shutdowns, incident reporting, and severe-weather response.

  • Conduct or assign regular safety meetings, job observations, drills, facility inspections, vehicle inspections, and corrective-action follow-up; maintain complete documentation.

  • Immediately report significant safety events, releases, accidents, injuries, property damage, compliance concerns, or service interruptions through established Sicangu Co/REDCO channels and cooperate with investigations.

  • Review insurance requirements, vendor certificates, and operational risks with the appropriate internal departments and implement corrective measures promptly

Distribution, Delivery, and Service Operations:

  • Direct dispatching, routing, delivery scheduling, tank setting, service calls, installations, maintenance work, and after-hours response to promote safe and timely service.

  • Plan for peak winter demand, weather disruptions, driver availability, equipment downtime, supply constraints, and emergency community needs through documented contingency plans.

  • Monitor route efficiency, gallons delivered, delivery cost, missed or delayed deliveries, customer run-outs, service backlog, driver hours, and vehicle utilization.

  • Coordinate with drivers and staff to prioritize high-risk customers, critical facilities, tribal programs, and emergency requests while applying company policies consistently.

  • Perform deliveries or field-support duties when properly licensed, trained, and needed to protect safe service continuity

Supply, Inventory, and Vendor Management:

  • Forecast propane demand and maintain adequate product supply based on seasonality, customer history, contracted obligations, weather, storage capacity, and market conditions.

  • Manage product purchasing, transport coordination, receiving, tank measurements, inventory reconciliation, loss monitoring, and supporting documentation.

  • Develop and maintain dependable supplier and vendor relationships; evaluate price, service reliability, payment terms, delivery capacity, and contract performance.

  • Investigate material inventory variances, unexplained losses, or receiving discrepancies and coordinate corrective action with Finance and executive leadership

Fleet, Facilities, and Asset Management:

  • Maintain the bulk plant, storage facilities, office, delivery trucks, service vehicles, tanks, cylinders, tools, personal protective equipment, communications systems, and other assets in safe and serviceable condition.

  • Implement preventive-maintenance and inspection schedules; document deficiencies; prioritize repairs; and minimize operational downtime.

  • Maintain an accurate asset inventory and recommend repair, replacement, lease, or capital-purchase decisions using cost, safety, reliability, and service-impact information.

  • Ensure company property, fuel cards, purchasing cards, keys, records, and equipment are secured and used only for authorized business purposes

Financial Management and Internal Controls:

  • Develop and administer the annual operating and capital budget in coordination with the Chief Operating Officer and Finance Department.

  • Review revenue, gross margin, gallons sold, operating expense, labor cost, accounts receivable, cash collections, inventory, and budget-to-actual results; explain material variances and implement corrective action.

  • Ensure accurate and timely delivery tickets, customer charges, payments, deposits, purchase documentation, invoices, inventory records, and month-end information.

  • Apply approved pricing, discounts, credit, collections, procurement, and delegated-authority policies consistently; obtain required approvals before making commitments.

  • Protect company assets and confidential information through segregation of duties, reconciliations, documentation, access controls, and prompt reporting of suspected misuse or irregularities

Customer Service, Sales, and Community Relations:

  • Set and enforce customer-service standards for respectful communication, accurate account information, timely callbacks, dependable deliveries, complaint resolution, and follow-through.

  • Maintain contact with key residential, commercial, governmental, and tribal-program customers and use feedback to improve service quality.

  • Develop and carry out practical sales and marketing plans that support customer retention, new account growth, route density, seasonal programs, and sustainable margins.

  • Coordinate outreach, customer communications, promotions, and public information with Sicangu Co/REDCO Marketing and leadership.

  • Manage customer complaints and sensitive service matters fairly, document resolutions, and elevate significant reputational or legal risks promptly

Personnel Leadership and Development:

  • Directly supervise assigned staff, including hiring support, onboarding, scheduling, work assignment, coaching, performance evaluation, recognition, corrective action, and separation recommendations in coordination with Human Resources.

  • Maintain adequate staffing and an on-call structure for normal operations, winter demand, emergencies, leave coverage, and succession needs.

  • Verify that employees are qualified and trained before independently performing safety-sensitive work; maintain individual training and certification plans.

  • Set clear expectations, hold regular team meetings and one-on-one check-ins, address performance concerns promptly, and promote professional and respectful workplace conduct.

  • Follow Sicangu Co/REDCO policies related to employment, conflicts of interest, confidentiality, drug and alcohol testing, procurement, use of company systems, and workplace safety

Reporting, Records, and Organizational Collaboration:

  • Prepare accurate weekly, monthly, quarterly, and annual operational and financial reports for the Chief Operating Officer, executive leadership, and REDCO Board of Directors as requested.

  • Maintain organized and audit-ready records for safety, compliance, training, personnel, inventory, maintenance, purchasing, customers, contracts, incidents, and financial activity in accordance with retention requirements.

  • Participate meaningfully in Sicangu Co/REDCO management meetings, strategic planning, budget development, leadership training, and cross-department initiatives.

  • Respond promptly to authorized information requests and support audits, insurance reviews, legal matters, grant or contract reporting, and continuous-improvement projects.

Decision-Making Authority:

  • Make routine operating, scheduling, customer-service, staffing, purchasing, and maintenance decisions within approved plans, budgets, policies, and delegated authority.

  • Stop work, suspend the use of unsafe equipment, remove an unqualified employee from safety-sensitive duties, or delay service when necessary to protect people, property, or regulatory compliance.

  • Escalate material unbudgeted expenditures, contracts, price changes, capital purchases, personnel actions, legal concerns, environmental events, and high-impact service interruptions for required approval.

KNOWLEDGE AND SKILLS:

  • Bachelor’s degree in business administration, operations, energy, logistics, safety, or a related field; relevant propane-industry experience and progressively responsible management experience may be considered in place of a degree.

  • At least five years of progressively responsible leadership or operations experience, preferably involving propane, fuel distribution, transportation, logistics, utilities, construction, or another safety-regulated industry.

  • Demonstrated ability to lead personnel, manage complex schedules, respond effectively under pressure, and maintain reliable operations in rural and severe-weather conditions.

  • Working knowledge of safety management, regulatory compliance, budgeting, financial statements, inventory control, fleet maintenance, customer service, and internal controls.

  • Strong oral and written communication skills, sound judgment, integrity, discretion, and the ability to work respectfully with employees, customers, tribal leadership, community members, vendors, and regulators.

  • Ability to learn and effectively use accounting, dispatch, customer-management, inventory, and reporting systems used by Sicangu Propane.

  • Ability to pass all required background checks, motor-vehicle record reviews, drug and alcohol testing, and other pre-employment or ongoing requirements applicable to the position.

REQUIRED LICENSES, CERTIFICATIONS, AND TRAINING:

  • Valid driver’s license with an insurable driving record.

  • Commercial Driver’s License and applicable Hazardous Materials and Tank Vehicle endorsements when operating covered vehicles; the successful candidate must obtain and maintain any required credentials within the timeframe established by the company.

  • Applicable National Propane Gas Association Certified Employee Training Program training, or comparable propane-industry training, appropriate to assigned duties.

  • Required medical certification, hazardous-materials training, drug and alcohol program participation, emergency-response training, and company safety training.

  • Commitment to continuing education and maintaining all credentials required for the role.
