*RFP* REDCO Government Contracting
REDCO is seeking a qualified consultant or firm (the "Proposer") to conduct a comprehensive government contracting readiness assessment across the ecosystem and to design an operating model that positions REDCO and its subsidiaries to pursue federal, state, local, and tribal contracts in a deliberate, compliant, and sustainable way.
PURPOSE AND OBJECTIVES: The purpose of this RFP is to select a Proposer to assess whether, where, and how the Sicangu Co ecosystem should pursue government contracting, and to deliver a practical roadmap and operating model for doing so.
PROPOSER QUALIFICATIONS: REDCO seeks a Proposer with demonstrated expertise in government contracting strategy and, ideally, direct experience with tribal or entity-owned organizations.
EVALUATION CRITERIA: Proposals will be evaluated on overall value to REDCO, not lowest price alone. The following criteria and weights will guide the evaluation:
Understanding of the engagement and quality of proposed approach
Relevant experience, including tribal / entity-owned 8(a) and federal contracting
Methodology and work plan across the five phases
Qualifications of the assigned team
Past performance and references
Cost and overall value
REDCO may, at its discretion, invite finalists to interview or present before making a selection.
PROPOSAL INSTRUCTION: Proposals must be submitted electronically in PDF format to Ray Crow Eagle, ray@sicangu.co and Dustin Daniels, dustin@sicangu.co by October 30 at 5pm CT. Proposals received after the deadline may not be considered.

All questions must be submitted in writing to the same contact by the questions-due date. Answers will be shared with all known proposers.
