BACKGROUND

The Rosebud Economic Development Corporation (REDCO) is seeking proposals from qualified consulting organizations to lead the development of an integrated business plan and financial pro forma for REDCO’s construction and manufacturing operations. This work will focus on the current and future alignment of Rosebud Construction, Inc. (RCI) and Sicangu Built, an emerging manufacturing subsidiary focused on housing panel production.

REDCO is a wholly owned subsidiary of Sicangu Co and operates within a broader ecosystem that includes the Sicangu Community Development Corporation (SCDC) and Tatanka Funds, Inc. Together, these organizations advance economic development, housing, workforce development, and community wellbeing on the Rosebud Reservation.

While RCI is an existing entity, it is operating at a limited scale and should be treated as a nascent business for the purposes of this engagement. At present, RCI’s primary role is providing construction-related support to Keya Wakpala Woicageyapi, a large-scale mixed-use housing and commercial development project managed by REDCO. This includes owner’s representative support and on-the-ground coordination. Sicangu Built will be a new REDCO subsidiary that will manufacture wall panels for use in residential home construction. As this is a new subsidiary, there is an opportunity to align staffing needs between RCI and SB to reduce cost and provide steady year-round employment for construction staff. The factory is currently slated to open in 2027.

Looking ahead, REDCO’s strategic intent is to align RCI and Sicangu Built into a coordinated, integrated construction and manufacturing enterprise. This future-state model is intended to:

  • Provide construction services for REDCO-led housing initiatives, including Keya Wakpala;

  • Support the operation of a housing panel manufacturing facility currently anticipated to open in 2027;

  • Create a sustainable construction platform capable of serving additional tribal, regional, and external residential construction opportunities over time.

This project is timely, as this joined entity has an opportunity to be part of significant housing work that is already in motion on the Rosebud Reservation. Among the initiatives that are relevant to RCI’s strategy are:

  • Rosebud Sioux Tribe’s Hundred Homes Initiative – The Tribe has set aside funds to build one hundred new single family homes on the reservation.

  • Keya Wakpala Woicageyapi – This 590-acre multi-use development site is managed by REDCO, and aims to build over 10 homes in the next two years.

  • Sicangu Co’s Learning and Development Department (L&D) – L&D has a track record of developing and sustaining effective workforce readiness initiatives and apprenticeships. They are planning to develop a construction internship program that would serve as a feeder program for staffing RCI.

  • South Dakota Homeownership Coalition Construction Internship (administered locally by Tatanka Funds) – The Coalition has offered construction internships the past two years, but has struggled to find consistency due to lack of local job sites.

This RFP seeks a consultant to help REDCO define this integrated operating model, assess market opportunities, and develop a high-level business plan and financial pro forma that will inform operational decisions, capital planning, and future funding applications.

PURPOSE OF THE ENGAGEMENT

The purpose of this engagement is to produce a cohesive, forward-looking business plan and financial pro forma that:

  • Reflects REDCO’s intent to integrate construction and manufacturing functions under a coordinated enterprise model;

  • Positions RCI and Sicangu Built for long-term operational and financial sustainability;

  • Supports REDCO’s housing, economic development, and workforce goals;

  • Serves as a foundational document for internal decision-making, grant applications, and capital discussions.

While legal or operational integration between RCI and Sicangu Built may occur in phases, the consultant should design the business plan with a clear future-state vision in mind.

PROJECT SCOPE

The consultant will develop a comprehensive business plan and high-level financial pro forma for REDCO’s integrated construction and manufacturing operations. The plan should align with a standard business plan format and include the components outlined below.

The scope of work should explicitly account for:

  • The coordination of construction services (RCI) and manufacturing operations (Sicangu Built);

  • Keya Wakpala Woicageyapi as the primary near-term source of construction activity and operational learning;

  • Potential medium- and long-term opportunities for external residential construction and manufacturing services;

  • REDCO’s role as the client and strategic decision-maker.

The engagement is intended to be strategic and planning-oriented. Detailed architectural design, engineering, or project-level construction estimating is not required.

Required Business Plan Components

The final business plan deliverables should include, at a minimum, the following sections:

  1. Executive Summary - Overview of the integrated construction and manufacturing vision, key findings, and strategic recommendations.

  2. Company and Product / Service Description - Description of RCI and Sicangu Built, their current roles, and the proposed integrated operating model, including construction services and housing panel manufacturing.

  3. Market Analysis and Competition - Analysis of near-term demand (including Keya Wakpala and other local housing initiatives) and potential medium- and long-term market opportunities, with consideration of competitive landscape at a high level.

  4. Organizational Structure - Proposed organizational and leadership structure for the integrated enterprise, including roles, reporting relationships, and coordination between construction and manufacturing functions.

  5. Staffing and Workforce Development Plan - High-level staffing assumptions and workforce needs, with consideration of partnerships within the Sicangu Co ecosystem (e.g., Learning & Development, internships, and training programs).

  6. Management and Operations Plan - Description of management approach, operational roles, and how construction activities, manufacturing operations, and development projects interface and support one another.

  7. Sales and Marketing Strategy - Overview of how construction and manufacturing services are positioned, including internal REDCO projects and selective external opportunities aligned with capacity and mission.

  8. Financial Projections - High-level financial pro forma and projections for the integrated enterprise, including multiple scenarios that reflect different levels of construction activity and manufacturing utilization. Projections should address financial sustainability and capital needs but do not need to include detailed project-level cost estimates.

PROJECT BUDGET AND TIMELINE

REDCO anticipates proposals in the range of $40,000–$60,000, but will consider all reasonable submissions that are well-aligned with the scope described above. The target deadline for completion of the business plan and pro forma is April 30, 2025, unless otherwise proposed and justified by the consultant.

Communication between REDCO and the selected consultant will primarily take place through virtual meetings and email. Reasonable travel costs for site visits may be included in proposals.

SPECIAL CONSIDERATIONS

The selected consultant must obtain a business license from the Rosebud Sioux Tribe. For otherwise equal proposals, Native American preference will be applied.

EVALUATION AND SELECTION CRITERIA

Proposals will be evaluated based on:

  • Demonstrated experience in business plan and financial pro forma development;

  • Experience with construction, manufacturing, or integrated operations business planning;

  • Experience working in Native American communities or other rural and/or BIPOC communities;

  • Understanding of the project goals and ability to deliver practical, decision-oriented recommendations.

SUBMISSION REQUIREMENTS

At a minimum, proposals must include:

  • A description of the firm, including relevant experience and qualifications of team members who will be directly involved;

  • A one-page narrative outlining the firm’s strengths and distinguishing capabilities as they relate to this project;

  • A representative example of a comparable work product (client identifiers may be redacted), including any financial analysis tools used;

  • A proposed timeline and workplan;

  • A detailed project budget.
