About Sicangu Co

Sicangu Co is a network of tribally led nonprofit and for-profit organizations working to build a stronger, healthier future for the Sicangu Lakota Oyate. Our central services—Finance, HR, IT, Marketing, and Facilities—are managed from the REDCO Main Office and support over a dozen programs and businesses.

We are seeking an experienced consultant or team to assess the strength, stability, and future readiness of our IT systems at the REDCO Main Office, with consideration of our program operations at two other locations: PejiCo Dispensary and Wakanyeja Ki Tokeyahci (WKT) School. This assessment will help us understand current system performance, identify support gaps, and develop a realistic, scalable plan for future growth and infrastructure improvements.

This assessment will help Sicangu Co:

· Improve day-to-day support systems

· Plan for future growth, expansion, and digital security

Assessment Locations & Needs

1. REDCO Main Office (Primary Focus)

27565 Research Park Drive, Mission, SD The REDCO Main Office houses the core administrative functions of Sicangu Co. This location requires a thorough review of:

· Internet bandwidth, router/firewall setup (Fortinet), and Wi-Fi coverage

· Device management (laptops, desktops, printers, VoIP phones)

· Helpdesk workflows and staff support systems

· Access control (Microsoft 365, Teams, shared drives)

· Server or cloud-based storage, data privacy practices, and backup systems

· Security camera system and internal network access

· Inventory and asset tracking for IT equipment

· Onboarding/offboarding and user permissions

2. PejiCo Dispensary & Cultivation Site

717 E. 2nd Street, Mission, SD

· POS system stability, network connectivity, and data protection

· Security systems including cameras, alarms, and restricted access protocols

· Back-office systems and employee access to email, shared drives, and files

· Integration with REDCO systems to ensure smooth operations between PejiCo and central administration

3. Wakanyeja Ki Tokeyahci (WKT) K-5 School

302 1st Street, Mission, SD

· Classroom internet reliability and bandwidth

· Student devices (Apple products, iPads), shared printers

· Software management for educational and learning tools

· Content filtering, user controls, and data security for minors

· Staff access to email, shared drives, and cloud-based tools

4. Other Locations as Identified

Scope of Work

The selected consultant or team will:

· Assess the infrastructure, devices, connectivity, and user systems at each site

· Identify risks, gaps, and system needs for both present and future use

· Recommend a roadmap for improving support systems and preparing for growth

· Provide cost estimates and a timeline for key action steps

· Present findings to the Sicangu Co leadership team

Proposal Requirements

Your proposal should include:

1. Name and Contact Info - names and credentials of any members of the team who will be directly involved in the project.

2. Experience – Brief summary of your IT work, especially for tribal, nonprofit, or rural organizations; outlining strengths and distinguishing skills or capabilities as they might relate to

this specific project including a representative example of a work product created in a similar project (ok to delete or black-out specific client identifiers).

3. Approach – How you’ll complete the assessment (including any on-site visits).

4. Timeline – Goal is to start as soon as possible and finish by September 19, 2025

5. Budget – A budget for completing project. Flat rate preferred; hourly accepted with total estimate.

6. Tribal Affiliation – (if applicable)
