Request for Proposals: Keya Wakpala Wetlands Trail and Park Plan

Introduction

Trust for Public Land and Sicangu Co. invite qualified landscape design professionals to submit proposals to develop a park plan through 30% schematic design for the proposed wetlands trail and park at the Keya Wakpala Woicageyapi site, located on the Rosebud Indian Reservation in Mission, South Dakota. The proposed wetlands trail and park is an integral part of the Growing Sicangu Planning Document, a tribally led planning effort funded through the National Fish and Wildlife Foundation’s America the Beautiful Challenge grant. The purpose of this work is to support community-driven and culturally grounded trail and park planning to enhance the prairie and wetland ecosystems and community well-being.

Project Goals

The selected design firm will:

1. Translate conceptual plan, developed by TPL with community input, into a phased and highly visual trail and park planning document that will be the basis for cost estimates to support fundraising for full permitting and phased construction.

2. The overall project should be advanced to at least 30% schematic design. Within the available budget, the consultant should identify opportunities to advance the highest-priority Phase 1 elements beyond 30%where feasible and clearly identify the remaining design, technical studies, permitting, and other steps required to reach bid and construction readiness.

Timeline

Estimated duration: October 2026-March 2027. Consultants may propose alternative timelines with justification

The budget for this phase of the project is $95,000.
